It looks like a performance
It looks like a performance of Alice in Wonderland due to the costumes and a girls at the front dressed as a playing card. The girls hair cuts sugggest late twenties early thirties. The very Tall scout at the back in the middle looks a bit like my great great uncle Gerald Coxon but I am not 100% sure.
